Exploring e-government’s impact on the digitalization of the HoReCa sector in post-war economies: a systematic literature review

This systematic literature review explores the impact of e-government on the digitalization of the hospitality, restaurant, and café (HoReCa) sector in post-war economies. It examines how digital government initiatives contribute to the recovery and transformation of the HoReCa sector, particularly in conflict-affected transitional economies. The review consolidates findings from studies in governance, digital transformation, and tourism, demonstrating how e-government can help businesses operate more efficiently, expand their customer base, and promote entrepreneurship in regions emerging from conflict. It highlights key themes, such as how crises accelerate the adoption of digital technology, how conflict can paradoxically drive digital change, and how digitalization benefits the economy by reducing transaction costs and increasing global connectivity. Additionally, it discusses how e-government supports sustainability through the integration of green technologies with digital solutions. However, significant gaps in the existing literature are identified, especially the need for further research on specific e-government interventions, societal impacts of digitalization, and the integration of green technologies in post-conflict recovery. This review provides a foundation for future empirical studies and offers practical insights for policymakers and business leaders on leveraging digital government to promote economic recovery and sustainable development in post-conflict economies.
