Establishment of easements and compensation calculation in the “Rail Baltica” railway engineering infrastructure project area

Abstract

“Rail Baltica” is an international and one of the lar gest modern railway infrastructure projects in Lithuania. Its implementation requires complex land management, land cadastre, and territorial planning solutions. The project involves land acquisition for public needs, the formation of new land parcels, the establishment of boundaries, easements, and special land use conditions, as well as the updating of cadastral data to ensure compatibility with the national Real Property Cadastre and Register systems. The study aimed to examine the compensation calculation process and results for a specific 5,558 m² easement established on a land parcel located within the “Rail Baltica” project area. The analysis showed that although the applied compensation methodology accounts for losses related to destroyed crops, lost yield, and the inability to use the land according to its designated purpose, the one-time compensation does not adequately cover long-term losses caused by the easement.
