Problems of increasing the efficiency of the communal service in the context of circular economy development in Lithuania

Abstract

The scale of the use of natural resources is now so great that it threatens to exceed the real capabilities of the Earth. The emerging importance of waste issues is now a major concern of citizens, businesses, governments and politicians. Communal services play an important role in the social and economic life of municipalities, as it directly affects the interests and issues of ensuring the lives of residents. Communal services are important for the development and improvement of the territory, as well as the well-being, material and spiritual, of its inhabitants. Communal services organize the human living environment. The circular economy concept creates conditions for sustainable development, health and decent working conditions, while preserving the environment and natural resources. This article examines: the circular economy paradigm and the adaptation of its principles to the utility sector; trends in recycling of household, secondary raw materials and textile waste; the issue of circular economy development in the Lithuanian communal service. Research method: literature analysis. The purpose of the article is to determine the promoting and limiting factors for the introduction of circular economy principles in the utility sector.
