Attracting and retaining foreign highly skilled professionals for international competitiveness of a country

Abstract

As positive dynamics of the skilled professionals migration is a key factor to ensure international competitiveness and sustainable growth of nation‘s economy, the aim of this research is to provide guidelines for developing national policy for Lithuania towards attraction and retention of highly skilled professionals from abroad. The paper encompasses the general overview of global challenges with respect to international migration of highly skilled professionals, overview of applicable migration theories and results of expert survey on push-pull factors of migration to and from Lithuania.
