High technology development, dissemination and implementation: international management and value chain models

The aim of this article is to analyse the issues concern the high technology development, dissemination and implementation sector value chain in international environment applying system theory approach. Aggregating the restrains for the valid research of high technology sector, due to the complexity of high technology sector definition and therefore statistical data collection, further the Lithuanian sector is analysed operating innovation concept, which is more explicit than high technology perception, though it is relevant while covers not only research and development and dissemination of high technologies but also the implementation. Presented comparative analysis of EU Innovation Index and Global Innovation Index, shows the inefficiency of Lithuanian innovation system and thus the significance of the research in this field. Due to the complexity of high technology sector, it is proposed to analyse the object by system theory approach, thus the summary of the system theories is introduced and conceptual cyber model of high technology development, dissemination and application is proposed.
