Process model of new public service development

Nowadays the public sector faces with a number of challenges in developing new public services. Qualitative change of societies, technological innovations and financial pressures force the governments to work more efficiently, reduce costs, improve the quality of decision making, and meet the higher expectations of modern citizens and business. Given these conditions, it is important to look for innovative models and methods when developing new services in the public sector. This paper provides an overview of the discussion of new service development issues, and explores a new approach to the development of public services. Also it proposes a process model for new public service development, and presents the major phases and activities what has to be taken in order to develop innovative and responsive to consumer needs public services.
