The roles of the countries deciding on the „black spots“ problems ON Lithuanian and Russian roads

Roads and ways of creating safety in the misoneof the most important tasks of any country. In the article, Lithuanian Republic and Russian Federation statistical data about parts of the roads having low safety level, called „blackspots“, are being analysed. Also, the reasons of the low road safety level and comparison of the contribution of countries into making this problem less topical are described as well as the efectiveness of institutional structure. The results of the analysis show that the number of „black spots“ in Lithuanian Republic becomes more less every year. It was influenced by the quality of accomplished projects, worth millions EU support and strict accountability system of the country. The statistical data about Russian Federation´s road safety lavel show that the number of accidents as well as of injured people becomes more less. However, improvement of parts of the roads having low safety level and development of the road system are being financed by Russia itself. On the other hand, because of the poor road infrastructure and inproper state of the roads, many accidents constantly happen in Russian roads during which numbers of people are injured or die. One of the most important reasons of bad state of the roads is corruption which prospers widely.
